  • The Health Department of Shandong Province

    The Health Department of Shandong Province is a government agency under the People’s Government of Shandong Province, responsible for Shandong’s health undertakings.

    The main missions of the Health Department of Shandong Province are as follows:

    1. To implement China’s health policies, laws, regulations and technical standards, and to investigate and put forward laws, regulations and technical standards for Shandong’s health undertakings, and to guide and supervise the implementations.

    2. To study and draw up the master plan of health development of Shandong Province, plan and coordinate the deployment of health resources, provide guidance in regional health planning and implementation, and manage health statistics and information of the Province.

    3. To study and draw up plans, policies and strategies for rural health, community health and maternal and child health of the Province, and provide guidance in primary health planning and implementation of technical projects of maternal and child health.

    4. To implement the policy of “prevention first”, carry out health education, formulate programs for prevention and control of serious diseases, and organize integrated control of important diseases, and mobilize and coordinate technical health forces and the whole society in case of epidemics to manage, treat and control the disease from spreading.

    5. To manage the medical and health organizations in line with law, study and assist their reform, supervise the implementation of professional standards, medical quality and service standards, monitor important diseases, supervise the health quality, and exercise the licensing system for medical and health organizations.

    6. To manage and supervise the quality of blood collection and supply in blood banks and stations simply taking blood plasma, and supervise and manage the quality of blood for clinical use.

    7. To study and draw up the general developmental program of medical science, technology and education, organize significant medical scientific research projects, organize and guide the application and promotion of scientific and technical achievements, and manage the related professional work of the Provincial Academy of Medical Sciences.

    8. To Supervise and manage the prevention and control of infectious diseases, endemic diseases and occupational diseases, supervise and manage food hygiene, occupational diseases, environmental sanitation, radiation protection and school health; and implement the quality control criteria of China on food, cosmetics, the disinfections, medicament, disinfections instrument, and disposable medical articles, and to be responsible for authentication.

    9. To make the Provincial program for human resource development and standard of occupational ethics, and to organize the implementation of standards for health establishment and make standards of qualification of health technical personnel.

    10. To implement the national policy for traditional Chinese medicine and the policy for integration of TCM with Western medicine, and to promote the inheritance, innovation and development of TCM.

    11. To organize and implement projects of medical assistance to foreign countries, and to carry out technical cooperation and exchanges with foreign countries.

    12. To undertake the routine work of the Provincial Leading Group for Endemic Disease Prevention and that of the Provincial Patriotic Health Campaign committee.

    13. To be responsible for health care and insurance of those defined by the Provincial Health Care Committee.

    14. To organizes the construction of socialist civilization of the medical profession, and to establish and improve professional self-discipline mechanism.

    15. To accomplish other tasks assigned by the Provincial Party Committee and the Provincial Government.

    Missions of Divisions of the Health Department

    Missions of the Office
    - Assists the leaders of the Department in organizing and coordinating the routine work within the institution, draws up the institutional working systems and work plans;
    - Responsible for the institutional finance, secretary routine, communications and visits, files, confidential work, security, press, asset management, conference organization, policy research and comprehensive document drafts.

    Missions of the Division of Personnel
    - Draws up the health human resource development programs of the Province, implements standards of health agency establishment and standards of salary and welfare of medical personnel, instructs the reform of human resource system in the health institutions of the Province, and authorizes the qualifications of the health technical personnel;
    - Responsible for management of human affairs and work salary of the institutes directly under the Health Department;
    - Guides the commendation work of the health organizations in the Province.

    Missions of the Division of Finance and Planning
    - Studies and draws up programs of public health development, guides the development of regional health programming, coordinate health resource deployment of the whole Province;
    - Draws up health economic policy and health financial control rules and regulations;
    - Responsible for health loan project management, guides financial management and capital construction management of the budget management institutions, supervises the management of government-owned assets;
    - Guides the price of the health service;
    - Responsible for the health statistics and information.

    Missions of the Emergency Office (The Provincial Health Emergency Control Center)
    - Responsible for setting up the monitor and early warning system and organizes and commends and coordinates the emergent management of the related public health emergency events;
    - Formulates contingency plans for emergent public health events, organizes training and drilling, trains public health and medical rescue specialists, instructs the regional implementation of the public health contingency plans, helps and instructs regional rescue of the wounded and sick in other regular emergencies;
    - Undertakes the organization and coordination of disaster relief, counter-terrorism, poisoning, radiation accident and other significant security incidents involving public health issues.

    Missions of the Division of Health Legislation and Supervision
    - Draws up local health legislation plans, organizes and coordinates the drafting and revision of local health laws, and regulations, rules and criteria;
    - Responsible for the administration of public health reconsideration and supervision of health law enforcement; supervise the prevention and control of infectious diseases, endemic diseases, occupational diseases, food hygiene, safety of drinking water, occupational health, environmental sanitation, radiation safety, school health and safety of cosmetics;
    - Implement the quality control criteria of China on food, cosmetics, the disinfectants, disinfections instrument, and disposable medical articles, and responsible for authentication.
    - Guides the investigation and management of significant public health events and supervises the major construction projects for prevention purpose.

    Missions of the Division of Maternal and Child Health and Community Health
    - Draws up the developmental programs policies, strategies and standards of maternal and child health and of enhancement of quality at birth;
    - Supervises the implementation of the special technology for maternal and child health;
    - Plans and coordinates health education work;
    - Draws up the developmental programs and standards for community health service, guides the implementation of the primary health care plans;
    - Studies and guides the reform of the health service structure in the urban areas.

    Missions of the Division of the Rural Health
    Undertakes the formulation of the rural health policy and statistical analysis of rural health information, draws up the development programs, management systems and strategies of the new rural cooperatives medical service, and guides the practice of the new rural cooperatives medical service.

    Missions of the Division of Medical Administration
    - Studies and guides the reform within the medical service organizations, makes plans, of development programs, management regulations and service standards of medical institutions;
    - Organizes the implementation of professional standards and service criteria and supervise the quality of treatment and service;
    - Manages and supervises the quality of blood collection and supply in blood banks and stations simply taking blood plasma, and supervise and manage the quality of blood for clinical use;
    - Responsible for technical authorization of medical advertisements;
    - Coordinates the processing of medical service dispute;
    - Assists the local people's government and the sectors concerned in first aid in events with significant injuries and deaths.

    Missions of the Division of Disease Control (Office of Endemic Diseases, Office of Patriotic Health Committee)
    - Draws up programs, policies and strategies for prevention and control of important communicable diseases, endemic diseases, parasitic diseases, chronic and non-communicable diseases and public health related diseases, and organizes the implementations;
    - Organizes the health technical force of the whole Province to carry out emergency treatment of the significant epidemics to prevent and the control the situation;
    - Undertakes the routine work of the Provincial Patriotic Health Campaign Committee and the Provincial Leading Group for Prevention and Control of Endemic Disease.

    Missions of the Division of Science, Technology, Medical Education and International Cooperation
    - Draws up the general developmental program of medical science, technology and education;
    - Organizes significant medical scientific research projects, and organizes and guides technical innovation and application and promotion of scientific and technical achievements, and manage the related professional work of the Provincial Academy of Medical Sciences;
    - Implements the health human resource training programs;
    - Undertakes government and non-government international cooperation and exchanges, and the management of medical assistance to foreign countries.

    Missions of the Provincial Bureau of Management of Traditional Chinese Medicine
    - Organizes the implement of the national principles, policies and laws and regulations for traditional Chinese Medicine;
    - Draws up the Provincial policies, regulations and mid-term and long-term developmental programs for traditional Chinese medicine, and organizes the implementation, supervision and inspection;
    - Manages and guides the TCM clinical services, teaching, researches as well as the integration of TCM with Western medicine.

    Missions of the Bureau for Health Care of Cadres
    - Responsible for health care of those cadres defined by the Provincial Health Care Committee;
    - Responsible for defined cadres of the provincial institutes and health care in significant activities;
    - Guides the entire Province in health care of cadres;
    - Undertakes other tasks of the Bureau for Health Care of Cadres.

    The Missions of the Disciplinary Inspection Group of The Chinese Communist Party (The Office of Disciplinary Supervision and Inspection)
    - Supervises and inspects within the Health Department and among the institutions of the health sector the implementation of the Party's route, principles, policies and decisions, and the observation of the national laws and regulations, and observation of the decisions and orders of the Provincial Government and the Provincial Party Committee;
    - Supervises and examines the Party’s Leading Group of the Health Department and its members in terms of the Party's political discipline, democratic centralism, selection and promotion of cadres, implementation of the Party’s ethical governance construction responsibility system and the honest and industrious administration;
    - By authorization, primarily verifies the violations of the principles of the Party and the government within the Party’s Leading Group of the Health Department and its members; participates in investigation of cases of violation of the discipline of the Party and the government of the cadres of the Party’s Leading Group of the Health Department and its members; investigates cases of violation of the discipline of the Party and the government of the cadres holding a position above the division level;
    - Assists the Party’s Leading Group of the Health Department and the Leading Body of the Department to organize and coordinate ethical governance construction and anti-corruption work within the Department and in among the health institutions;
    - Accepts and handles accusations and appeal on the leaders and Party members, and accepts and handles complaints from the those under administrative supervision and examination;
    - Undertakes other tasks assigned by the Provincial Discipline Inspection Commission.

    Missions of the Party Committee of the Health Department
    - Responsible for the routine work of the party and the masses and the ideological and political work;
    - Guides the medical personnel to implement standards of occupational ethics and organizes the construction of socialist civilization of the medical profession.

    The Missions of the Division for Veteran and Retired Cadres
    - Responsible for services for the veterans and retired of the Health Department;
    - Guides the provincial level health institution in services for the retired within their institutions.

    The Missions of the Working Committee of Shandong Provincial Trade Union of Medical Affairs
    Under the leadership of the Health Department and the General Trade Union of Shandong, it is responsible for the union work of the Health Department and the work of the Provincial health institutions. It takes the tasks of guiding the organizational construction, system of conferences of union representatives, democratic management of employers, publicity of hospital affairs, management of model stuff, assistance of staff with difficulties, women’s work and stuff activities. The emphasis is to defend the general rights and interests of the stuff in line with the laws.

    Introduction of the Chairman and Deputy Chairmen

    Mr. Bao Wenhui, Han Nationality, born in Ningbo of Zhejiang Province in October 1950, graduated from Linyi Normal School Department of Chinese Language and later from the Party University (Master degree) He started to work for the government in 1968. He joined the Communist Party of China in 1972. He Successively held the positions of secretary of Shandong Provincial Committee of Culture and Education, secretary (section chief) and deputy director of the Office of Research of the Communication Department of Shandong Provincial Committee of the Chinese Communist Party, secretary/deputy division leader, secretary/division leader and director of the Division of Supervision and Inspection of the Department of Office of the Provincial Party Committee. In December 1992 he was appointed member and secretary-general of the Laiwu Municipal Party Committee. In January 1995 he became a member of the Party’s Leading Group of the Provincial Health Department and concurrently the general secretary of Shandong Provincial Hospital. In June 1998 he was appointed the member of the Party’s Leading Group of Shandong Provincial Health Department, the deputy chairman of the Health Department and the general secretary of the Party Committee of the Health Department. In May 2004 was appointed the deputy secretary of the Party’s Leading Group of the Health Department and the deputy chairman of the Department. From February 2008 up to the present he has hold the position of the secretary of the Party’s Leading Group and the Chairman of the Department.

    Mr. Liu Qi, Han Nationality, born in Rongcheng of Shandong Province in November 1955, graduated from Shandong Medical University School of Medicine, is a professor and an advisor of doctorate postgraduates. He started his career in 1973 and joined the Communist Party of China in 1976. Successively he held the positions of physician, visiting physician, associate professor, professor, director of the personnel department, deputy director and director in the Provincial Tumor Prevention and Research Institute, and vise chairman and chairman of Shandong Provincial Academy of Medical Sciences. In October 2003 he was appointed member of the Party’s Leading Group of the Provincial Health Department and the vise Chairman of the Health Department. From June 2004 up to the present he has held the positions of member of the Party’s Leading Group of the Provincial Health Department and the vise Chairman of the Health Department, general secretary of the Party Committee of the Provincial Hospital and director of the hospital.

    Mr. Zhang Yuzhu, Han Nationality, born in Qufu of Shandong Province, graduated from Wuhan University (specialty of library science) in October 1949, started his career in 1969. He joined the Communist Party of China in 1974. Successively he held the positions of service secretary and deputy office director of Shandong Provincial Library, and deputy director and director of the Culture Department of Shandong Government. In August 1996 he became a member of the Party’s Leading Group of the Culture Department, and from October 2000 up to the present, he has held the positions of member of the Party’s Leading Group of the Health Department, leader of the Disciplinary Inspection Group placed by the Provincial Disciplinary Inspection Committee and the special commissioner of the Provincial Party Discipline Supervision and Inspection Department in the Health Department.

    Mr. Kang Yongjun, Han Nationality, born in Zhaoyuan of Shandong Province, graduated from Qingdao Medical University Department of Medicine in July 1953 and later from the Party School (Master degree) started his career in 1972. He joined the Communist Party of China in July 1977. Successively he held the positions of doctor, office director, deputy director, director and party secretary of the Provincial Medical Images Institute, member of the Party Committee of the Provincial Hospital and deputy director of the hospital, director of the Loan Management Office of the Health Department and concurrently the director of the Provincial Health Resource Development Center. In October 1996 he was appointed director of the Provincial Qianfoshan Hospital and deputy secretary of the party committee of the hospital. From September 2006 up to the present, he is the member of the Party’s Leading Group of the Provincial Health Department and the deputy director of the Provincial Office of Health Care of Cadres.

    Mrs. Liu Yuqin, Han Nationality, born in Xintai of Shandong Province in October 1950, graduated from Shandong Medical University School of Medicine. She started her to work in 1968 and joined the Communist Party of China in 1971. Successively she held the positions of a physician of the Provincial Hospital, section chief, deputy director and director of the MCH Division and director of the Division of Medical Administration of the Provincial Health Department. From June 2001 up to the present she is the member of the Party’s Leading Group of the Provincial Health Department and thee deputy director of the Department.

    Mr. Qiu Bingyu, Han Nationality, a party-independent, born in Feixian County of Shandong Province in September 1963, graduated from Laiyang Agriculture University (Agronomy specialty). He started to work in 1987. Successively he held the positions of deputy director of Feixian County Bureau of Agriculture Technology, deputy chief of the personnel and secretary section, deputy governor of Xinzhuang Township Government, deputy governor of Chengbei Township Government, Director of Feixian County Health Bureau and vise chairman of Feixian County Political Consultative Committee. From October 2005 up to the present he is the deputy chairman of Shandong Provincial Health Department.

    Mr. Wang Tiansheng, Han Nationality, born in Haiyang of Shandong Province in October 1949, graduates from Xinyang Army college (politics and theory specialty). He started the work in 1968 and joined the Communist Party of China in 1969. Successively held the positions of soldier, deputy team leader, director of the lockup, deputy leader of the reform-through-labor team, and vice chief of the Brigade of Reformation-through-management and Training of the Political Department of Jinan Military Region. In October 1989 he was assigned to working the Provincial Health Department and successively held the positions of deputy director of the Auditing Division, deputy director of the Division of Political Affairs, deputy secretary of the Party Committee of the Health Department and the directly subordinate institutes, division director level researcher and director of the Division of Finance and Planning. From September 2006 he has been the vice-inspector (at the level of vise chairman) of the Health Department.
